Lieutenant U-Howler is the Star Ships chief of communications.  Her post on the bridge, just  behind the Captain ensures she knows what is going on.

Like most of the crew she does get the chance to go on "Away Missions" but why you need to take the ships telephonist on dangerous missions is a big mystery to all.
